The Pathology of Bribery in Administrative System With an emphasis on the teachings of Nahj al-Balagha

One of the most important disadvantage of administrative system in any government is the prevalence of bribery among its agents.” Bribery” is given to eliminate someones right or to pretend a false to be right, which is interpreted in Islamic teachings as the” illicit gain or اَلسُّحْت” and eating of forbidden property and of course is equivalent to disbelief in God.

This study that is done in a descriptive-analytic method, the signs of taking-bribes in a system, the main effective factors in creating bribery, and the unpleasant consequences of bribery among the agents of the system with regard to the Alavis (as) teachings and Nahj al-Balagha have been discussed. The results show that the most important factors of bribery of government agents from Imam Ali’s point of view are weakness of faith, worldliness, greed, deceit of bribers, lack of attention of rulers and system officials to their subordinate needs, and lack of proper supervision on their performance. The most important consequences of bribery are also the wasting of people’s rights, oppressing people, pervasiveness of the injustice of sovereignty, and the unblessed property. Some ways to prevent and confront bribery include:

culturalizing, and emphasizing of rulers and executives to avoid bribery; Rulers’ carful consideration of their agentsliving and essential needs; Rulers’ supervision of agents’ performance, and finally severe punishment for passing and accepting bribe.
